The present invention provides an antibacterial / antiviral composition, an antibacterial / antiviral agent, a photocatalyst, and a bacteria / virus inactivating method excellent in antibacterial / antiviral activity under irradiation with visible light. The antimicrobial / antiviral composition of the present invention comprises titanium oxide co-loaded with a divalent copper compound and a silver compound. The antibacterial / antiviral agent of the present invention and the photocatalyst of the present invention contain the antibacterial / antiviral composition of the present invention.
