SOLUTION: The solid cosmetic of good stability includes the following components (A) through (E): (A) an oily medicine of a liquid state at 25°C (B) an oily medicine of a solid state or semisolid state at 25°C (C) a surfactant (D) water and/or water-soluble solvent, and (E) an amphoteric compound, and also can contain (F) a plant extract, and (G) a powder material.
