A biphasic non-emulsion cosmetic composition for application to the skin includes a hydrophobic liquid phase and a hydrophilic liquid phase in contact with but separated from the hydrophobic liquid phase. Each or both of the phases may contain active ingredients useful for cosmetic applications. When the composition is agitated, a temporary mixture of the two phases results, the mixture comprising microspheres of one phase suspended in the other.
