PROBLEM TO BE SOLVED: To provide a traffic boundary block capable of displaying a photosynthesis to control the global warming throughout the year, at the same time, promoting the absorption and decomposition of pollen, exhaust gas such as an automobile or the like and facilitating the control thereof. SOLUTION: A vegetation recess section 3 for planting an evergreen perennial herbaceous plant such as Ophiopogon japonicus 13 or the like is formed on the surface of the traffic boundary block body 1 laid on the boundary between a sidewalk and a roadway, a water permeable pipe 6 extending to the outside of the block body 1 is provided to the bottom of the recess section 3 and, at the same time, a water retentive body 4 consisting of a porous ceramics material with high water retentivity is placed to a wall surface forming the recess section 3. A water suction body 8 consisting of soil 5 in the recess section 3 and a high water absorptive resin as an acting body of a capillarity coming into contact with a water retentive body 7 placed into the soil 5 is provided to the inside of the water permeable pipe. Reinforcing bars 9 extended to the bottom 1B are embedded in the remaining part 1A forming the recess section 3.
