PROBLEM TO BE SOLVED: To solve such problems that, even after washing away a hair dye or permanent wave agent applied to the hair, there has been a possibility that these toxic components may remain on a hair surface, the inside, or a scalp, and these toxic components not only deteriorate the hair quality, but also put a heavy burden on a liver and a kidney, causing concern that it may cause allergic reactions and cancer, and techniques for attenuating or detoxifying these toxic components with safe and secure natural products have been sought.SOLUTION: The present invention provides a hair and/or scalp cosmetic agent characterized in that an aqueous solution of natural salt is used as an active ingredient, and the natural salt is a mixture of Himalayan rock salt and Dead Sea salt.
