PROBLEM TO BE SOLVED: To provide a home power control device and its system that are able to suppress the total power utilization amount of electric equipment according to setting by a user or a request from the outside of the house and that can be operated remotely from the outside of the house.SOLUTION: A home power control device comprises: a control unit that makes a storage device store resident coming home scheduled time information received from a mobile phone terminal via a communication circuit network outside of the house； and display means for displaying the storage contents of the control unit and power information on electric equipment the operation of which is scheduled for time of operation start or end. The control unit compares environment conditions within the house with permission conditions stored in the storage device respectively if it received coming home scheduled time information, permits to adapt the time of operation start or end of the electric equipment to the change in coming home time if a permission condition of remote control is met, and makes the mobile phone terminal give notice by transmitting information indicating a reason for non-permission for the communication circuit network if the permission condition is not met.【課題】使用者の設定や家屋外部からの要請に応じて電気機器類の総電力使用量の抑制が可能で、また家屋外部から遠隔操作も可能な家庭用電力制御装置とそのシステムを提供する。【解決手段】家庭の外部にある通信回路網を経由して携帯電話端末器から受信した居住者の帰宅予定時刻情報を記憶装置に記憶させる制御部と、この制御部の前記記憶内容と運転開始又は終了の時刻が予約された電気機器の電力情報とをそれぞれ表示する表示手段と、を備え、制御部は、帰宅予定時刻情報を受信した場合、家屋内部の環境条件と、記憶装置に記憶させてある許可条件とそれぞれ比較し、遠隔操作の許可条件を満たす場合は電気機器の運転開始又は終了時刻を帰宅時間の変更に適合させることを許可し、許可条件を満たさない場合、許可しない理由を示す情報を通信回路網用に送信して携帯電話端末器に報知させる。【選択図】図５８
