PROBLEM TO BE SOLVED: To provide a hair-treating agent composition which can ensure a merit due to oil-compounding inhibition and dissolve a demerit accompanied by the compounding inhibition.SOLUTION: This hair-treating agent composition comprises the following components (A) to (E). The component (A): 0.1 to 3.0 mass% of a cationized oligosaccharide. The component (B): 0.1 to 10.0 mass% of an oil which is liquid at 25°C. The component (C): 80.0 to 98.0 mass% of water.
