A method and apparatus for producing aqueous iodine solutions to be used as a surface and aerosol disinfectant under continuous and dynamic flow conditions for medical applications comprises dissolving iodine into a first water flow thereby producing a concentrated aqueous iodine solution. The iodine solution is stored and then blended with a second water flow to produce a pre-determined iodine disinfectant concentration of aqueous iodine. The disinfectant concentration is then stored and chemically adjusted to polarize to the species of iodine. The disinfectant concentration is then thermodynamically adjusted to maximize retention and disinfection variables.
