A new and distinct cultivar of hibiscus plant named ‘DUP-VCE’, characterized by glossy, dark green leaves, upright growth, and a large double flower characterized by a medium sized dark brownish orange eye zone extending to about a quarter of the petal length of the outer petal whorl, the eye zone bleeding into a red orange zone. The veins emerge from the red orange zone a persimmon orange, and continue into and through a brownish orange zone which extends the petal edge. Doubling petaloids having the same radial color characteristics as the outer whorl are generally present, usually attached low on the staminal column, such as at the base or just above it. Any petaloids originating at higher points on the staminal column are usually much smaller than those with basal origin.
