PROBLEM TO BE SOLVED: To provide a rooftop greening artificial foundation to create a waterside environment, capable of reducing superimposed load affecting a rooftop.

SOLUTION: This rooftop greening artificial foundation 10 to create a waterside environment comprises a water tank 14 which is arranged in a rooftop 12, a water permeable layer 16 which fills the water tank 14 or whose part fills the water tank 14, a water nonpermeable layer 18 which is arranged on the rooftop 12 adjacently to the water permeable layer 16 and has a thickness almost equal to that of the water permeable layer 16, and a vegetation layer 20 whose part is on the water permeable layer 16, and whose the other part is on the water nonpermeable layer 18. A waterway 22 which is made of a water nonpermeable material is set on the upper surface of the vegetation layer 20.
