PROBLEM TO BE SOLVED: To provide a personal authentication device, personal authentication system, and operational device for executing personal authentication capable of detecting a position and shape of a finger even in a situation where a contour of the finger is not captured in a photographed image.SOLUTION: A blood vessel image photographing device comprises: a plurality of light sources 60 arranged in the lateral direction on a lateral side of an aperture 20 light amount control means for radiating light from the plurality of light sources 60 at different timings and a photographing unit 4 for photographing respective images on the basis of the respective light from the plurality of light sources 60, where part of a finger presentation region includes a tip presentation region in which the tip side of a finger is presented and a root presentation region in which the root side of the finger is presented, and a direction from the tip presentation region side to the root presentation region side is defined as a longitudinal direction.
