The present invention relates to an afforestation method of a water level alteration region, which comprises (a) a step of covering a rice straw mat and a coir-net on the soil to be planted on for fixing the soil； (b) a step of planting plants； (c) a step of installing a bamboo frame in a grid shape around the planted plants in order to fix the plants； and (d) a step of fixing the bamboo frame installed in a grid shape. According to the present invention, soil loss or destroy of the vegetation environment in the water level alteration region is minimized by afforesting stream sides or dam sides by using the characteristic of onshore plants propagated with rhizome. The afforestation method of the present invention has a higher covering rate than the conventional afforestation method, and has the effect of lowering construction costs. If rhizome of plants planted by using the method of the present invention is rooted and onshore plants grow, the water level alteration region is afforested, and the lakeside slope has an allowable stress of 20-30 N/m^2 and more, which increases the stability of the lakeside. According to the present invention, the rice straw mat and the coir-net disappears by biodegradation as time goes, and the bamboo, ropes and anchor pins are collected and re-usable, which has the effect capable of making a vegetation environment of the water level alteration region in an economic and efficient manner. Furthermore, the present invention has an economic effect as materials for fixing soil and plants are manufactured with simple processes at a low cost, and are able to be mass-produced.
