PROBLEM TO BE SOLVED: To provide a new foamable emulsion composition capable of obtaining high foamability without using a surface active agent a foamable composition a foamed substance a method for improving foamability a foamability improving agent and a method for adjusting solidity of a foam.SOLUTION: A foamable emulsion composition contains an oil phase, a water phase, and a closed endoplasmic reticulum formed of an amphipathic substance spontaneously forming the closed endoplasmic reticulum or particles of a polycondensation polymer having a hydroxyl group.
