The present invention provides an IoT health context-based disease diagnosing system and method. On the basis of a health context obtained from at least one of a users IoT device and a hospitals diagnostic database, an optimal analysis technique suitable for the characteristics of each health context is applied to analyze whether the user is in an abnormal state according to the diagnosis rules, and to diagnose diseases according to the analysis result. The analysis technique comprises: a range-based analysis technique for checking whether a measurement value of a health context is out of a normal range to determine whether the health context is abnormal or not； a track-based analysis technique which includes a data rapid identification-based analysis technique for determining an abnormal state by checking whether a value of a health context measured for a predetermined period rapidly changes or decreases, and which includes a pattern matching-based analysis technique for determining an abnormal state by checking whether a pattern of a health context accumulated for a predetermined period corresponds to a pattern related to a specific disease； an abnormal persistence identification-based analysis technique for determining the severity of a disease by determining the duration of the abnormal state of health identified by the range-based analysis technique or the track-based analysis technique； and an abnormal period identification-based analysis technique for determining the severity of a disease by determining the number of times the abnormal state of health identified by the range-based analysis technique or the track-based analysis technique is observed.본 발명은 사용자의 IoT 디바이스와 병원의 진단 데이터베이스 중 적어도 어느 하나로부터 획득한 건강 컨텍스트를 기반으로 하여 각 건강 컨텍스트의 특성에 맞는 최적의 분석 기법을 적용하여 진단 규칙에 따라 사용자가 비정상적인 상태인지 분석하고, 분석결과에 따라 질병을 진단하되, 상기 분석 기법은, 건강 컨텍스트의 측정값이 정상 범위 밖인지를 확인하여 비정상적인 상태 여부를 파악하는 범위 기반 분석 기법, 소정의 기간 동안 측정된 건강 컨텍스트의 수치가 급변하여 증가 또는 감소하는 지를 확인하여 비정상적인 상태 여부를 파악하는 데이터 급변 식별 기반 분석 기법과
