PROBLEM TO BE SOLVED: To obtain a hair cosmetic that provides not only the healthy hair but also the hair damaged by hair colors, permanent wave, an ultraviolet light, etc., with excellent elongation and compatibility during application, has no feel of greasiness and stiffness and provide the hair with excellent setting feeling and softness.
SOLUTION: The hair cosmetic is obtained by mixing a phase A comprising (a) one or more kinds of cationic compounds having surface activity ability and (b) one or more kinds of 18-24C straight-chain higher alcohols and adjusted to the melting point or above of a component having the lowest melting point in the component (b) with a phase B containing <20 mass% of water and primarily emulsifying the mixture and adding a phase C containing the rest of water and adjusted to the phase transition temperature or below of the hair cosmetic and to the melting point or above of the component having the lowest melting point in the component (b) to the emulsion and secondarily emulsifying the emulsion.
