An anchorage device is provided that is configured to surround an implantable medical device. The anchorage device includes a first component having a first substrate and a second component having a second substrate. The second component is positioned within the first component. One of the first and second substrates includes a hemostatic agent and the other of the first and second substrates includes an active pharmaceutical ingredient.
