PROBLEM TO BE SOLVED: To provide a cleansing agent composition for skin or hair excellent in a foam amount, foam quality, fingers running-through-hair properties when cleansing, and excellent in finger combabilities and softness also when rinsing.SOLUTION: The cleansing agent composition for skin or hair includes following constituents (A), (B), (C), and (D) wherein the weight ratio of the constituent (A) to the constituent (B) [(A)/(B)] is 1-9, and the weight ratio of the constituent (A) to the constituent (C) [(A)/(C)] is 3/7-9/1. (A) is an amino acid-based surface active agent. (B) is an ether sulfuric acid salt type surface active agent. (C) is a betaine type amphoteric surface active agent.
