PROBLEM TO BE SOLVED: To obtain a water-in-oil type emulsion cosmetic having excellent softness of cosmetic film and improved durability of makeup and powder dispersibility in spite of excellent adhesivity to the skin.SOLUTION: This water-in-oil type emulsion cosmetic is characterized by comprising a resin component obtained by fractionation and extraction from candelilla wax as a component (a), hydrophobilized powder as a component (b) and a silicone-based surfactant as a component (c). The water-in-oil type emulsion cosmetic is characterized by comprising further a silicone oil as a component (d).
