An implantable medical device comprises an intraluminal scaffold having a plurality of openings therein. A first coating comprising a material having a first electric charge is affixed to at least a portion of a surface of the intraluminal scaffold and a surface of the plurality of openings. A second coating comprising a material having a second electric charge is affixed to at least a portion of the first coating, the second electric charge being opposite of the first electric charge. At least one therapeutic agent is deposited in at least one of the plurality of openings, with the second coating acting as an intermediate layer between the first coating and the at least one therapeutic agent.
