PROBLEM TO BE SOLVED: To provide a high breakdown voltage transformer further suitable for supplying high voltage to an X-ray tube device of an X-ray device, or to provide an X-ray device using the same.SOLUTION: A high breakdown voltage transformer for an X-ray tube comprises: an iron core； a primary winding wound on the iron core； and a secondary winding wound on the iron core so as to pile with the primary winding. The secondary winding is formed to a plurality of layers and wound. A first layer, which is in an outermost periphery of the plurality of layers, has a length L1 in a direction along with the iron core, and the length L1 is shorter than a length L2, which is a length of a second layer closer to the iron core than the first layer in the plurality of layers, in the direction along with the iron core.
