An object of the present invention is to provide a composite silicone rubber having hydrophilicity, dispersibility (hair adhesion), containing no harmful methanol, and further having antibacterial properties while maintaining excellent fluidity. It is an object of the present invention to provide particles, a production method for efficiently producing the particles, a uniform dispersion of the particles, and a cosmetic composition having an improved feel. A composite silicone rubber particle of the present invention is characterized in that a part or all of the silicone rubber particle is coated with a fine particle powder surface-modified with a functional group having a quaternary ammonium salt structure.
