Rotational positioning of an elongated portion andend-effector is achieved by the provision of a clutch mechanismincorporated into a housing apparatus. The arrangement permits theelongated portion to be rotatably positioned with respect to the apparatushousing and permits rotation of a the end-effector relative to the elongatedportion.
