The present invention relates to a manufacturing method of paper cat litter, which utilizes the recycled paper as material and makes the pulp raw material into small particles of paper cat litter. Then, the surfaces of paper cat litter particles are cold-coated with a coagulant coating to enhance the absorption and coagulation effects. The natural materials, such as brewed tea leaves, coffee grounds or pine, are added to create an environment suitable for cat to stay. When the urine urinated by the cat is contacted with the paper cat litter particles, the coagulant coating on the surfaces may rapidly absorb the urine and the paper cat litter particles may be coagulated into blocks while reaching a certain amount.
