Disclosed is a punching machine for a vegetation mat using a heater. In accordance with an embodiment of the present invention, a punching machine is used to punch a germination hole in the vegetation mat to be maximally dense, and a suitable environment required to germinate or grow seeds (such as turf and wild flowers) sowed on a slope of a bank, a road, and a cut area provided so that a plant cover rate (more than 80%) on the slope is maximized. Moreover, a punching pin heated by an embedded ceramic heater comes into contact with the vegetation mat and melts a bonding agent (such as natural rubber) of the vegetation mat. The vegetation mat can be gradually punched, and the punched hole expanded.
