The invention relates to the field of the food and pharmaceutical industry, and more particularly to a method for extracting water-soluble plant constituents. The method includes washing ground raw material with distilled water which is saturated with ozone, loading the raw material in batches into a pulsating rotary-type homogenizer, extracting the biologically active constituents from the raw material in the mixture of raw material and water, to which flaked ice at a temperature of from -8 to -12°C is additionally added. The flaked ice is prepared from distilled water or distilled water which is saturated with carbon dioxide. The subsequent batchwise loading of a mixture consisting of raw material, water and flaked ice is carried out with a mixture temperature in a range of from 20 to 30°C being reached. Preliminary extraction of the water-soluble constituents of the raw plant material is carried out with the pulsating rotary-type homogenizer rotating at from 10 to 50% of its maximum rotation speed final extraction of the water-soluble constituents of the raw material is carried out at the maximum rotation speed of the pulsating rotary-type homogenizer and at a mixture temperature of from 55 to 65°C.
