PROBLEM TO BE SOLVED: To provide a hair cosmetic which is constituted as a hair dye or a hair-bleaching agent, and is discharged from a non-aerosol foamer container in the form of a foamy agent, capable of imparting excellent brightness to hair and dyeing hair excellently, and not dripping down when being applied to hair.SOLUTION: A hair cosmetic composition is constituted as a hair dye or a hair-bleaching agent, and is applied to hair by discharging a liquid mixture of a first agent and a second agent from a non-aerosol foamer container in the foamy shape when being used.
