PROBLEM TO BE SOLVED: To provide a hair cosmetic composition used as a hair dye, or a hair bleach or a hair dye remover, which can reduce the generation of carbon dioxide derived from carbonate or percarbonate, and further can improve foam quality.SOLUTION: This hair cosmetic composition is used as a hair dye, or a hair bleach or a hair dye remover, and comprises a first agent containing at least one type selected from carbonate and percarbonate and a second agent containing a surfactant and having pH of 5 to 8.
