The present invention relates to a system which calculates the length and width of the foot of a user placed on paper by photographing the foot of the user while the paper is matched to a reference frame displayed on the screen of a user terminal, and which selects and provides a shoe suitable for the foot of the user on the basis of the calculated length and width. According to the present invention, a foot size-based shoe size calculation system comprises: a user terminal measuring the length and width of the foot of a user by photographing the foot of the user placed on paper while the paper is matched to a reference frame displayed on the screen thereof； and a web server recommending a shoe based on the measured length and width. The user terminal includes: a display unit generating the reference frame having the same ratio as the paper and a size different therefrom and displaying the same on the screen when a photographing function of the user terminal is activated； a photographing unit generating photo information by photographing the foot of the user placed on the paper； and a calculation unit which generates length information by calculating the length of the foot of the user based on the vertical length of the reference frame and generates width information by calculating the width of the foot of the user based on the horizontal length thereof.
