The present invention relates to an anti-wrinkle and skin moisturizing cosmetic composition containing ginsenoside Rd and Rb2, and a Bambusae caulis in Taeniam extract as active ingredients. If a mixture of ginsenoside Rd and Rb2 is mixed with the Bambusae caulis in Taeniam extract and then used, a synergistic effect is created and accordingly, provided are effects of proliferating an excellent fibroblast cell, promoting biosynthesis of collagen, inhibiting MMP-1 generation, inhibiting activity against elastase, increasing a skin moisture content, thereby exhibiting complex effects of reducing and ameliorating wrinkles and improving skin moisturizing.
