PROBLEM TO BE SOLVED: To provide a vegetation bag capable of more efficiently greening vegetation areas while preventing runoff of inclusive growth base material in the long term.SOLUTION: A vegetation bag 100 includes: a bag-shaped or tubular first layer 101 capable of containing a growth substrate material a seed 105 attached to an outer surface of the first layer 101 and a second layer 103 covering the entire outer surface of the first layer 101 so as to sandwich the seed 105 with the first layer 101. The first layer 101 has a non-hydrolysable property capable of maintaining a growth substrate material 107 therein and has root permeability to allow roots generated from the seed 105 to pass through.
