PROBLEM TO BE SOLVED: To provide external compositions not only suppressing color transfer but having an excellent feeling of use, and to provide makeup cosmetics using the same.SOLUTION: The invention provides an external composition containing dimethicone crosspolymer (A), a silicone elastomer type surfactant (B), an organic pigment (C), and 5% by weight or less of water (D) and a makeup cosmetic using the same. Preferably, the composition also contains alkyl-modified silicone crosspolymer (E).
