A composition for topical application comprising: a) humectant component in an amount from about 40% to about 77%, by weight of the composition, wherein the humectant component comprising: i) from about 0.25% to about 7% by weight of the structuring composition humectant selected from polyethylene glycols having an average molecular weight of from about 3000 to about 8000, and mixtures thereof and ii) at least one secondary humectant b) an abrasive in an amount from about 5% to about 35% by weight of the composition c) from about 0% to about 1.5% by weight of the composition of viscosity modifier, selected from gums, binding agents, cellulosic thickeners, and mixtures thereof d) a total solids content of 50% or less by weight of the composition e) water in an amount from about 5% to about 12% by weight of the composition wherein the structuring humectant added to the composition in a solvent solution, or added in a controlled manner to the composition of the molten material at a temperature less than about 35 ° C and under vigorous or turbulent mixing vstryahivanii.2.
