The present invention relates to a medicine charging and flow controlling device, which charges a medicine injection apparatus with a medicine or controls the flow of the charged medicine, and a medicine injection apparatus having the same. The medicine charging and flow controlling device has a one-way valve 40 installed to a medicine charging port 24 which is charged with an external medicine through a syringe, thereby preventing the medicine from flowing back and blocking the introduction of an external air so that the medicine is not contaminated.
