The present invention relates to a manufacturing device for gradation powder cosmetics, capable of maximizing gradation effects by means of a simple configuration and process, and a manufacturing method using same. The manufacturing device is characterized by including a feeding hopper having a space divided by a plurality of partition walls such that powder raw materials having various colors are respectively fed into the divided spaces and then discharged downward, and a plurality of mixing hoppers installed to be vertically stacked below the feeding hopper to gradually mix the respectively dropped raw materials at mutually adjacent surfaces. Therefore, the powder raw materials having various colors are separately fed by means of the plurality of partition walls coupled to a feeding device, and the raw materials are gradually mixed in phases at mutually adjacent surfaces through a plurality of mixing devices that are installed to be vertically stacked, thereby maximizing the gradation effects.
