PROBLEM TO BE SOLVED: To provide an electric hot liquid warmer which is advantageously portable, safe, reliable, and practical.SOLUTION: An electric hot liquid warmer includes a sealed bag, a heating unit, and a power source connecting unit. A sealed chamber within the sealed bag is filled with a liquid medium for delivering heat quantity, the liquid medium having a total volume at expansion or vaporization at a predetermined temperature corresponds to a normal volume under normal temperature. The heating unit is positioned within the sealed chamber and immersed in the liquid medium. The power source connecting unit is sealed and connected to the sealed bag, with one part of the power source connecting unit being exposed outside of the sealed bag and the other part being sealed within the sealed chamber of the sealed bag. The power source connecting unit is electrically connected to the heating unit. The present invention further provides a warming device including the above-mentioned electric hot liquid warmer and a power charging frame, the power charging frame having a base, connection stand, protective device, a charging elbow, and a lead wire.
