Operation commands can be input for joints with different response speeds without an unintuitive feeling, and the operation of a medical manipulator is facilitated. Provided is an operation input device (2) for inputting an operation command to a medical manipulator (3) having a distal-end-side moving portion (7) having at least one joint (12, 13, and 14) on a distal end and a proximal-end-side moving portion (15) that is connected to a proximal-end side of the distal-end-side moving portion (7) and moves the distal-end-side moving portion (7), and the operation input device (2) includes a first operation portion (19) that generates a moving command for driving the distal-end-side moving portion (7) in accordance with an operation command input with a palm or a finger and a second operation portion (20) that is linked to the first operation portion (19) and generates the moving command for driving the proximal-end-side moving portion (15) in accordance with an operation command input with a wrist or an arm.
