A device that can be attached to a fishing line and shear water, and generates a trajectory of air bubbles along a fishing line. The device is preferably mounted at the beginning of the leader line and is towed underwater at trolling speed to cause shearing of the water. The device is formed from a housing having at least one aperture. The aperture is configured and arranged at the trolling speed to produce a static pressure that is less than the vapor pressure at which water is compressed to produce gaseous bubbles as it passes through the aperture.
