The present invention relates to a microbial agent containing a novel microbe, Arthrobacter woluwensis ED, which has a promoting activity for plant growth, and an algaenate beads immobilized with the same onto an immobilized carrier as active ingredients. According to the present invention, the microbial agent is collected by the following steps: producing immobilizing strains； cultivating the immobilizing strains acquired from the previous step in soil on a small scale and conducting a field test at Paroho Lake； comparing and evaluating a growth of the plants acquired from the previous step； and analyzing a colony of bacteria in a rhizosphere soil for the plant.
