A floating panel for cultivation of plants, comprising a plurality of through-holes at a top side of the 5 panel, wherein each through-hole is adapted for receiving therein a substrate and a plant or a precursorthereof and extends through the panel from a first plane at said top side to a second plane parallel to and spaced apart from said first plane, the panel further comprising an air chamber at a lower side of the panel, the air chamber extending substantially below the second plane and arranged to allow therein the formation of air roots of plants or the precursors thereof which are 10 supported in the substrate of one or more of said through-holes. The one or more air chambers comprise a ceiling into which one or more of said through-holes debouch. A circumferential side wall delimits said chamber and a circumferential bottom edge of the circumferential side wall is arranged for extending into the water when the panel floats on the water. The panel is further provided with spaced apart lower support surfaces for supporting thereon the substrate, and with 15 water-collecting surfaces which transition into the lower support surfaces for guiding the flow of water from the water collecting surfaces along the lower support surfaces.
