PROBLEM TO BE SOLVED: To provide a method and an apparatus for simple manufacture of a dispersion with small particle sizes of the dispersed phase and a narrow distribution of particle sizes and an inexpensive and small dispersion manufacturing apparatus with an energy consumption reduced.SOLUTION: The fluid passage 10 is divided into the upstream and downstream sides with one or more sheets 2, and the division sheets 2 have at least one slit element 3. The slit element 3 consists of a slit 31 and a sheet portion 32 surrounding the slit 31, and the sheet portion is movable with a passing fluid. Two or more substances to form a dispersion are made to pass through the slit element(s) to form the dispersion.
