The present invention relates to artificial ovulation and egg-laying induction methods for freshwater eels. A feminization inducer (for example, 17β-Estradiol) for inducing feminization is introduced into an aquaculture tank in which a parent fish to be artificially ovulated is raised for a certain period. When the time for inducing ovulation arrives, the aquaculture tank is mixed with flathead mullet Pituitary Extracts (FPE) as a man-made ovulation promoting substance. As a result, artificial ovulation is promoted without applying an administration method by intraperitoneal injection. Preferably, fresh water, brackish water, and seawater conditions are selectively set for the aquaculture water in the aquaculture tank, and the aquaculture water tank is configured to induce complete feminization of the freshwater eel parent fish in the freshwater conditions of the aquaculture water.
