PROBLEM TO BE SOLVED: To provide a hair-dressing agent composition imparting good luster and full soft touch to hair after application and having good coherency of the hair and excellent set holding power and to provide hair foam comprising the hair-dressing agent composition.SOLUTION: The problems are solved by the hair-dressing agent composition characterized by comprising at least 0.01-0.5 mass% of sterols and 0.01-2 mass% of inorganic powder and the hair foam comprising the hair-dressing agent composition and a propellant. The hair-dressing agent composition preferably comprises further a liquid ester oil having 0.1-0.4 I. O.
