PROBLEM TO BE SOLVED: To provide a scale adhesion preventing method extremely effective for preventing the adhesion of scale generated in a cooling water system, especially enhanced in the adhesion preventing effect on silica or aluminum type scale and largely contributing to a stable operation of a heat exchanger, and a scale adhesion inhibitor.SOLUTION: A scale adhesion preventing method is characterized by using both a hydroxyl group-containing organic matter (1) comprising at least one kind of a polymer containing polyvinyl phenol and a vinyl phenol derivative as a monomer component, tannin and lignin, and a water-soluble polymer (2) having an anionic functional group, in cooling water of a cooling water system.
