SOLUTION: A planting device 10 includes a planting mat 20 on which a plant is planted, a pair of steel materials 30A and 30B for holding the planting mat 20 from both sides, and an upper end portion 20U of the planting mat 20. An opening 24 formed to leave a continuous portion 20M connected to the lower end 20L and a pair of steel members 30A and 30B for planting on the planting mat 20 in a position not overlapping the opening 24. The planting holes 32A and 32B and the ventilation holes 34A and 34B that are formed in the pair of steel plates 30A and 30B at positions overlapping the opening 24 and introduce air between the pair of steel plates 30A and 30B are provided.
