Since the double-sided light receiving solar cell 52 is employed for the solar panel 50 and light reflectivity is given to the floating bench 34, the weed-proof sheet 56, the vertical frame 20b and the like, light which does not shine on the plants P1 and P2 is reflected to a light receiving region on a rear face side of the double-sided light receiving solar cell 52 and can be effectively utilized for power generation. Thus, a large power generation amount can be obtained while ensuring light quantity for the plants.
