The present invention relates to a cosmetic composition for makeup removal comprising a water-soluble surfactant and an oil-soluble surfactant and, more specifically, to a cosmetic composition for makeup removal which comprises, as an active ingredient, a mixture of a water-soluble surfactant having a hydrophile-lipophile balance (HLB) value of at least 13 and an oil-soluble surfactant having an HLB value of at most 12.
