PURPOSE: A water-in-oil type moisturizing cosmetic composition is provided to ensure excellent stability, transparency, and high moisturizing ability. CONSTITUTION: A water-in-oil type moisturizing cosmetic composition contains 15-50 parts by weight of polyol, 5-30 parts by weight of oil containing silicon-based oil, and 1.0-5.0 parts by weight of emulsifier. The OD value of the cosmetic composition is less than 1.0 within a visible light region. The polyol is selected from the group consisting of glycerin, dipropylene glycol, and butylene glycol. The silicon-based oil contains dispersed silicon-based liquidity oil or silicon-based cross-polymers.
