PROBLEM TO BE SOLVED: To provide a treatment planning device and a treatment planning method capable of efficiently carrying out treatment planning and interference check.SOLUTION: A treatment planning device includes a planning part and a determination part. The planning part makes an irradiation plan of radiation irradiation onto an object region of a body to be treated based on three-dimensional medical image data.
