A manufacturing apparatus for consistently steaming and drying grains according to the present invention comprises: a hollow casing； an inner accommodation case located inside the casing to be rotatable； a support frame coupled to the lower end of the casing to be able to pivot； an actuator coupled to the lower end of the casing while being spaced apart from the support frame； and a driving motor for supplying rotary driving force to the inner accommodation case, wherein rice introduced into the inner accommodation case is soaked and heat-treated by warm water and steam, which are supplied into the casing, and then is dried in a vacuum state. The present invention allows a parboiling procedure, including a process of soaking the supplied rice by introducing water having an appropriate temperature to the rice； a steaming process using steam； and a drying process using a heat exchanger and a steam boiler, to be continuously performed in one place.본 발명에 따른 곡물 증숙 건조 일관 제조장치는 중공의 케이싱, 상기 케이싱 내에 회전 가능하게 배치되는 내부 수용통, 상기 케이싱의 하단에 피봇 운동 가능하게 결합하는 지지 프레임, 상기 지지 프레임과 이격된 상태로 상기 케이싱의 하단에 결합하는 액츄에이터, 및 상기 내부 수용통에 회전 구동력을 제공하는 구동 모터를 포함하며, 상기 내부 수용통에 투입된 벼는 상기 케이싱으로 공급되는 온수 및 증기에 의해 불림 및 열처리 공정이 진행된 후에 진공 상태에서 건조 공정이 수행되는 것을 특징으로 한다.본 발명은 공급된 벼에 적정 온도의 물을 투입하여 불리는 공정, 증기를 이용하여 찌는 공정, 및 열교환기와 스팀 보일러 등을 이용하여 건조하는 공정을 포함한 파보일링 과정을 한 장소에서 연속적으로 처리하게 한다.
