PROBLEM TO BE SOLVED: To provide an illuminating device and an endoscopic apparatus capable of exciting a fluorescent member and emitting illuminating light without directly irradiating the outside with a laser beam from a light source part even when a curved part or the distal end side of the curved part is damaged in an insertion part.
SOLUTION: The illuminating device 1a comprises: a light source part 21 provided on the proximal end side of an insertion part 2, for emitting excitation light, a fluorescent member 22 provided more on the distal end than the curved part 11 inside the insertion part 2, for emitting the illuminating light by being excited by the excitation light a first optical transmission part 24 disposed between the light source part 21 and the fluorescent member 22 inside the insertion part 2, for guiding the excitation light from the light source part 21 to the fluorescent member 22 and a second optical transmission part 25 disposed more on the distal end side than the fluorescent member 22 inside the insertion part 2, for guiding the illuminating light from the fluorescent member 22.
